Regulation
The three types of inspection
Initial, periodic and extraordinary. These are not service tiers: they are three distinct moments, and every water use goes through all three over the life of its metering system.
What separates them is not what gets checked — the procedure is the same — but what triggers it and when it falls due.
Initial inspection
The first verification of a metering system, within 30 calendar days of its installation or repair. It attests that the instrument matches the water use, that the measurement point meets the standard’s requirements and that the equipment registers within the admitted tolerance.
Periodic inspection
The one that keeps the report valid. It repeats every 12 months for systems with moving parts and every 7 years for those without. The difference is not arbitrary: what moves wears, and what wears drifts.
Extraordinary inspection
The one that happens off-schedule. It is carried out when the meter is replaced or repaired, when the conditions of the measurement point change, or when CONAGUA instructs it. The report records the event that prompted it.
What they share
- They are carried out by personnel holding a current certificate in the applicable competence standard.
- They produce a verification report stating the outcome of the assessment.
- The outcome is filed in CONAGUA’s electronic system within 10 business days of the procedure.
That last deadline runs for the unit, not the user, and admits no extension. 1
